With paypal you cannot add funds to balance. Instead, you can buy the service with paypal(only sellers who have added their paypal). For other sellers you will have to pay either with a credit card or use add funds to balance with the available options.

Paypal stopped being used to add funds to balance well over a year ago. You can only use Paypal for direct payment to sellers now.
